I get directed to japanese sites but I have country locale set to jp and primary language set to jp.
xp and 2000 you can change localization settings easily.
haven't tried to have it set for jp locale and english language, perhaps it just considers country because of content concerns rather than language, or perhaps ms is just telling you where you want to go today.
I'd like to believe that ms would fall into the category of companies that would consider market domination to not be sufficient and would still be working on perfect product but obviously they are doing just fine business wise either way.

everytime I see that avatar I have a craving to watch futurama episodes.
