No Ken it's not. Life Liberty and the pursuit of blah blah is not Constitutional either... it's in the preamble to the Declaration of Independance which is a list of grievances against the crown and a declaration of... well independance. It is *not* a document of law.

I don't know how you couldn't know this... every Canadian kid learns this stuff in 4th grade.
