"I understand that Einstein says that potential energy has mass, but where this mass sits is sometimes difficult to determine. The concept of potential energy is Newtonian, so, how do you reflate it to Albert's mass energy equivalence assertion?"

The potential energy exists in relation to the object's position in a field of force. Once you know that, m = E/c^2 is your friend.
