I'd be very leary of this. One of the electronic gurus was working on something like this a few years ago and it turned out to be a very big deal in terms of cost and installation.

the guy who was working on a blue speedo was actually making all the lights blue and everthing.

That thing on eBay looks like he just puts a blue film between the lights and the outside cover. That's why he probably says it looks purple. I wouldn't recommend it at all

I saw it while i was on ebay and thought it looks cool but on the bottom of the page he says, Note:The conversion is not easily reversable.
After paying, you need to mail me your speedometer, and I will have the speedometer converted within one day. After converting the speedometer, I will mail it back within 2 days via USPS. so it sounds like your stuck with it weather you like it or not.

I have the red film and love it. Not sure how the blue would look. Ask him what he does to it and if he'd just sell you the parts so you can perform the work yourself.

Blue is the most difficult due to limited light transmission during the daytime. Eventually I'll get around to finishing my version. I need to get a hold of Nick's old dash tray so I can take measurements...
