That and they steal peoples stuff.

the one way this would work is this, you have to hit a drugee where it hurts the most, and that is not their time, its their money. if you fine them instead of putting them in jail it would do some good. I've got nothing against cats and I like them. I also did not watch the whole clip.....but I think the cat(s) is/are just playing(as in just playing not creating any music)....
