Why?
The sole purpose of the c-clip would be to keep the bolt from dropping down when you pull the cotter pin, right? It doesn't need a machine fit, just enough to hold the bolt. The threads that are on the bolt should be enough to hold the c-clip.
Now... If you were using some sort of pin instead of a bolt, then you could be right. JB Weld is probably the more elegant solution but I worry about it holding up to repeated use.
