Okay, today seems to be a pretty good day! Shortly after I located this vehicle I spoke to Skip by phone. He is working this Saturday, but may be able to check out this vehicle on my behalf.
As well, the owner has already replied back to me by Private Message answering my questions!

If so, Chad may have a new car in a couple of days

Don't know if this matters to you or not, but with '91 and '92 years, there is also problems with power windows and the speaker amps. Another big thing would be the timing belt, water pump, etc.
When I was looking for mine it had to be completely perfect.
Not in snap ring range, power window regulators needed to be replaced, water pump, timing belt, had to be done recently etc.
There was a white '92 in Alaska that was in snap ring range I was going to buy. Everything was perfect, but the seller didn't want to lower the price due to snap ring range. It had 15k original miles. But he didn't lower the price and i kept my S2000. I never found another NSX like it.

Cargee - I've done plenty of research on the snap ring. Already contacted this seller, the transmission number is not in the range!
As well, the 91 & 92's did have a problem with climate control... A/C basically going soft. That apparently is not an issue with this particular vehicle.
The power window problem was as simple as a clip breaking. After a bit of searching and talking around I have been informed it is a very simple fix. As the part is only $20, I'll probably go ahead and replace those right off the bat, just incase.

Just received a message from the owner in Fredricksburg. He believes that the vehicle recently had the water pump & timing belt replaced. Said that he has receipts showing this!!!!
He gave me his number and asked me to call him tonight. The down part, I have terrible cell phone connection at my house. I've asked if he has instant messanger or if I can call him tomorrow.
As long as the vehicle passes my inspection... and he can get rid of those crap AZA Wheels, I might have a new car this weekend

Okay, I was able to get a decent reception so I called the guy. He said he's had about 15 calls on the car so far (not sure how many truthfully) and he is trying to make it go away. Said he loves cars and is always changing, now he wants a Viper.
He was at the gym, so he said he'd call me back in about 5 minutes. He did wonder how serious I was... told him as long as I get approved for the loan and it checks out, very.
Just need to verify he can get back to stock OEM Wheels & see if we can discuss the driver side speaker being bad. Might see if I can get him to do $31,000 - with OEM Wheels.
