As most of you know, I live in Waikiki.
For those that don't know, Waikiki is home to all the recent graduates of the Honolulu Police Academy and are given the undesirable job of waiting on street corners and pulling rice-mobiles over to ticket them for whatever violations they may have.

My gripe is that the officer in question walked up to my vehicle, which is STUCK IN TRAFFIC, and asked me to pull over to the side because my car is creating noise pollution due to my exhaust.
I was not revving my engine or driving in any abnormal fashion. I cannot even get above 2-3k on my tachometer due to the traffic. I have a State of Hawaii reconstruction paper stating that my exhaust does not require a reconstruction paper. If the police know that there is no recon required for exhausts (you're only required to show a paper showing there is no need for recon for exhaust), can I take legal action to ensure they don't pull me over needlessly again? This is the second time.

I guess I can look on the positive side and feel like I've earned my rite of passage to ricerdom since my paint job most likely created the impulse for this officer to harass me.

What do you guys think?

 

The Honolulu Police Department will pull anyone over for anything. It dont matter if you have recon or not. They dont know alot of the rules and regulations.(whats illegal and whats not). I got pulled over for red taillights with my 98 integra. The Officer said it needs to be orange. Little did he know that from 98 Acura made all the 98+ integra taillights red. So I took it to court and ofcourse they dropped it. It took up alot of my time tho. In the past I have gotten around $5000 worth of recon tickets for my integra. I only got tint tickets with the S2000. I even had recon with my integra, but they still pulled me over and looked for any wrong violations with my car. So I didnt even bother getting Recon for my S2000.
Did the cop give you a ticket Curry? I have a police radio that I listen to often and I hear the cops talking smack to one another when they switch to the Private Tac channel on their walkietalkies. They are so unproffesional.THey even laugh at cars that they pull over like its a game or something. For instance one officer might say to the other unit that covers him hey that car looks like a rust bucket.The other cop will laugh. Its pretty interesting sometimes. Anyways as for legal action I have no idea what you can do. I have been in the same situation (even worse). There are so many people that complain to these Captains, Sergt. and its like they are all in a Syndicate or something and cant be touched.

 

Did you get a recon ticket? or just the noise polution? If just the noise polution you should got to the recon station and get a db rating for your exhaust but i think it has to be lower that 95 db or something like that. Even if recon states that you dont need recon for exhaust, your exhaust will have to meet sound requirements. If you go to court and remove your exhaust they will probably let you go with a warning.

 

I know exactly how you feel Stephen, I have been to court so many times I lost count but the court system did not they told me I have a 11 page report back and front on my a$$ of tickets I have won most of them (u start to know what they can charge u for and what they cant ) I even had a judge tell me that because I had a long list, I am a trouble maker. I told him no that is harassment. Anyway, I had the same problem before on my previous preludes. You cant do anything about them pulling you over every time they feel like it even with that no-need-recon paper which I had before and always still got pulled over and they still gave me a ticket. Just had to go to court and waste your time to clear it up. Pigs now days don't give a rats a$$ whether or not the ticket is right or wrong they will give it anyway. I have found that the only way to not get pulled over is to have a pig sticker on your car. It works as I have one on now and better it is a nice big blue officer one to punks

 

what is this "no-need-recon" paper you guys are talking about? if i put an exhaust on my car do i need to get some stupid paper?

In other words(recon is so stupid and worse than getting a regular safety) if you try to get a recon sticker for somthing and they tell you that the part you have is legal enough to not need recon. So they give you a paper saying no recon required for the listed parts. STUPID!!!!!!!!!!

 

WTF?! so ur tellin me i go down to recon to get a paper saying i don't need recon so when i get pulled over for no recon i won't get a recon ticket?! this is probably the dumbest $hit i've heard all week!!!

 

I wouldnt even bother unless you have some extreme mods like body kits and things that you know will not pass regular safety. Even if you have that no recon paper like I did in the pass, they still gave me a ticket regardless even though they knew I would win in court. Pigs can kiss my A$$!!!!!!

 

exhaust is supposed to be a "non-recon" item BUT they can still tag you for loud or defective muffler. exhaust is the first thing that catches the cops eye.

 

well aint this a biatch. all this time i was seeing modded s2k's with no recon and i was thinking, "wow looks like we can get away with mods on this car". i didn't know the porkers still harrassed you guys. guess i'll be joining the club soon...
