I shipped an S2000 (to Oman), only had one original and one remote (2005 US Model), the dealer took out the lock cylinder from the driver-side door to get to the key code (not the VIN apparently) to be able to program the key they shipped from Honda Japan. As for the remote, easy peasy. Good luck with your car, but you dealer is either lazy or incompetent, they SHOULD BE able to do this, you will not like the price though.

Default I'm losing my shit

I'm about one useless/unhelpful chat with Honda USA from totally flipping out and start cutting and replacing things in my AP1 till I finally get it to turn over. I finally got a key cut, but apparently Honda Germany can't rfid code the key to the immobilizer. It makes total nonsense. They could cut me a key but can't encode the chip. What kind of idiots am I dealing with here? Any suggestions before I start mechanically brutalizing my baby? Electrical kill switch bypass? Anything? I'm super desperate at this point.

I think you need a different ECM. You may try this substitution trick and see what happens. Good luck.
