I just pickup my 02 with ~10k for $22k and it's Honda certified...
If it's an 03, you should still have about a year or so left on the warranty from Honda... Check the date of sale on the CarFax and you can estimate about how much longer the car is covered (3yr/36k from Honda).

Just got an 03 with 55k for around $22k. Mine wasn't a steal, but still within KBB's range & below retail for the area. I was not excited about the mileage, but wanted 9k redline/glass window and purchased a 4y/100k extended service contract. They gave a generous trade on our TL, so we're happy.

For a car with such low mileage, I would say that it is a very good deal. (almost too good). Get one of those "electronic paint checkers" gizmos that can detect if the paint is not original ie: collision damage.
I'd also say that it's a very good deal, pending that there are no problems with it. For reference, here's the deal I got when I bought mine:
- Sebring silver MY02 with 13K miles, private party, for $21,500.
- Excellent condition.
- Had new tires on front and back.
- No warranty left.
- Bought it a bit before the snowy season because I also figured the prices would be lower then.

Sounds like a good deal, sort of depends on where you live. Prices in the north are probably better than the south, nobody wants to buy a convertible when it's snowing.
Hell, the new car dealers around here have their convertibles parked on the front of the lot right now with the tops down. It's a lot easier to sell a car like that when it's 70 degrees.
Anyway, have a mechanic that you trust check it out, Lexus dealer or not. The only person on your side in a used car transaction is you, everyone else is trying to screw you.
