Yes, "well maintained." 
And certainly while mods often do not bring any additional value when trying to sell the car, my understanding is that's usually because modifying is such a personal thing - what one person likes, another doesn't. I don't like those wheels, for example.
But several of those other mods I DO like. So if the seller can find a buyer who was thinking of doing those mods anyway, he's golden! It's just difficult to find somebody who would want to mod a car the exact same way. Small market = small demand = small price.
These mods, however, are somewhat universal and easy to accept, unlike, say, a Veilside body kit.
If I was looking for a used S2000 that I wanted to supercharge, it'd be silly to pass this by in order to buy a stock '01 that's, say, $20k even.
