charged by ups for customs charges

That's correct. There is no box or category on export forms that say anything about "personal use." The only way to claim exemption of duty is to declare the item a gift; this never applies to something you bought from a business for yourself. Fraud like this opens you up to charges of evading taxes.

Also note,that UPS charges the most expensive brokerage fees.
That's why,when I order something from the States,if they cannot use any other carrier than UPS,I'll pass.
