Sorry to hear about your missing piece, thats a real dick move. Who sells a part that cant be installed.
If you have worked with fiberglass it's pretty much the same, just the resin is different. You might want to find a local fiberglass guy to help you out. I think you can just mirror the other peice as a mold guide.
I just quickly googled this link, its for motorcycles but I think the same rules apply.

Thanks for the link man!! Very informative!
I'll let everyone know how it turns out. I've got my mold for the piece almost completely made out of the foam that you use for fake plants in the flower pots. Its perfect for carving/sanding. The only reall hard part is getting the curves just right for the bottom of the bumper.
