I personally would rather get my car tuned when it is cold out... that way all that will happen when the weather changes is that the car would run slightly richer in the summer...rather than having the car tuned when it is warm and then have the car run slightly lean in the winter...

Thats just me though, I value reliability over a little bit of performance

Well yea that would be the best thing to do...

The only problem with that for me specifically is that I'd sit there debating which tune to use before starting the car each time... then I'd get paranoid and want to have a tune for different weather conditions... and it would just drive me insane... so I just choose to keep my 1 tune done in the cold weather

Tune A: use when temperature is lower then 65degrees.
Tune B: use when temperature is above 65degrees.

Not much thinking involved.
