Default Relocating rear bumper tab question

Hey guys just seeing if someone can help me out.

When relocating the rear bumper tab, after actually relocating the bolt and trimming the rear bumper...
What do you do to the top metal "flap" that the bolt was connected to?
I'm not sure if you cut it as well or what. I tried to cut with my dremel but my dremels pretty weak, so I just bent it up for now until I got some advice.

Some people are telling me that it is a bad idea to cut it because it might rust.

If anyone has done this before that can help me out, it will be much appreciated.
Thanks in advance!

cut it. It you will run agressive offset it will rub on the metal there, and you don't want that! Rubbing on plastic is fine, but metal will mess up your tires.

If you cut it, make sure you hit it with some primer and paint to keep it from rusting.

I cut mine out then cleaned it up and primed/undercoated overtop it. Must be confusing for the Body Shop right now, as I know they removed the rear bumper. I relocated mine the easy way, with self-tapping sheet metal screws about 2" back from the stock location.
