Default Relocating rear bumper tab question

Hey guys just seeing if someone can help me out.

When relocating the rear bumper tab, after actually relocating the bolt and trimming up the rear bumper...
What do you do to the top metal "flap" that the bolt was connected to?
I'm not sure if you cut it as well or what. I tried to cut with my dremel but my dremels pretty weak, so I just bent it up for now until I got some advice.

Some people are telling me that it is a bad idea to cut it because it might rust.

If anyone has done this before that can help me out, it will be much appreciated.
Thanks in advance!

I cut mine with my dremel and some metal cut off wheels. Took me 10 minutes.
