im pretty sure i would have reported the headlights, although i wouldnt have taken them in myself. there was never enough parking in my apartment area, so a pair of headlights chilling in a spot would be a big no-no..

HOA's are an outlet for the passive aggressive. Unfortunately, the only way you will solve your dilemma is to go to them and ask waht you are doing wrong. Having a copy of the bylaws will be immensely important here.

I stopped by twice today and no one was to be found, and the lights were out. This is not the first time I had trouble catching the management when they were actually in their office...maybe I have bad timing though.

I know it sounds rediculous, but until you find out whats going on, I would cease your actions, just to play it safe.
But keeping people from leaving parts in a parking space, assigned or not, is kind of what HOA's are there for. They exists to make you keep the place clean.
HOA's are ok but a real ****ing pain is the ass...
they cited me for stupid shit like having a basketball hoop outside when allot of the houses have them .. and painting some wood out lining my garden .. wtf

They can be both good and bad. I had an out of control board at the condo I had. I moved because of the changes they made. Couple examples.
- Outlawed on street parking
- Sent me a letter saying my unit had to be pressure washed (it was pressure washed 1 month before and I was one of only a handful of people to do it independently)(according to the condo docs, the board was to arrange for it to be done twice a year, I lived there 4 years and they never did it)
- Sent me a letter complaining about the oil stains on my driveway (I had, literally, 2 dime sized spots from where the oil was changed and not wiped up properly)
- Complained about a clear plastic hanger on a clear glass door.
- Sent multiple letters to a neighbor complaining that her truck didn't fit her driveway. When parked, the rear bumper extended to the end of her driveway. They did this knowing she got the truck as a result of her son being murdered, she was trying to sell the truck but still got letters.
- Changed the bylaws to allow for "two dogs of any size" without proper quorum when the bylaws specifically stated one animal (dog or cat) not to exceed 20lbs. It was just too convenient as 5 or the 7 board members already had two large dogs and were in violation of the rules.
Those are just a few of the examples I can think of (actually a couple more are coming to me).
They were real idiots with little interest in the community as a hole. This was not a cheap run down neighborhood either.
Now I have a very nice single family home in a neighborhood (same as the condo neighborhood only different village) where people keep up their properties. Its a different world, I'm even on the Architectural Comittee and we have very few problems but those that do occur are dealt with rationally by sharp minded adults.
In short, they have a place but can be abusive if not composed of the proper individuals.

whats the worst they can do if you keep violating the rules? fine you? dont pay it! kick you out? move where theres no HOA and you can do as you please! if it was me id just keep doing as i please if i wasnt informed about the HOA before i moved in...if you were informed then its your own fault so start following the rules....sorry

I hate that I have to pay money to my HOA so they can tell me what I can and can't do. Mine is super inconsistent too.
They told me a few years ago I had to paint my storm door (which was white) "off white" so it matched the color of the house. The molding around the windows on the house is white (thats the way it is built) so it matches the windows, it didn't look off at all. It'd be one thing if I had a storm door that was pink, but white, when there's white all over the house already and it just isn't "off white"? .. Dumb.
Plus there are other people in my neighborhood with the same model house, the same color house, and the same white storm door. And they still have it, even after I went through and painted the stupid thing (which honestly looks terrible since metal doors aren't meant to be painted).

I've also noticed that if you're late in paying your HOA fees, they'll nit pick and tell you to fix something. Make sure you're not late paying. That'll fark you if you forget about it.
