Didn't read the article yet, but there is a privacy issue with the listing of owners.
What would be cool, would be periodic storage of odometer readings, service work, accidents and repair info.....

No more secure than the VIN plate itself. With a radio locator, I could find that tag in just a few minutes, rip it out, and replace it with a false tag. No different than someone stripping the old VIN plate and putting on a new one.

...and the privacy issue makes me wince a bit, too...
