Well, the statie could have been more sensitive about making the woman open her jacket.
However, driving in the breakdown lane when others are stuck could easily lead to some significant road rage or minimally someone blockling their way so they couldn't continue.
Also, choosing a hospital thirty miles from home for your delivery just because your first child was born there doesn't seem like the wisest choice. According to Google maps, Lowell General Hospital is 2.5 miles from the center of Dracut.
On top of which, the due date being sometime in November, the delivery could easily have been on Thanksgiving eve when travel is at its absolute worst.
So, I guess I'm falling 3:1 in favor of the statie.
