According to Steve's link... 16 is the whole Cowl Assembly.
Can you just push down on the clips that hold down the Cowl?
If you can't push down on the clips... make sure they are lining up correctly. If they can't go down... you may have broken clips.
Why don't you just call Executive Glass and tell them you're not happy?

Ya that's what i would do and I wouldn't back down either
I am sure Executive Auto Glass has all kinds of Honda S2000 clips in stock and I am sure they do thousands of S2k windshields each and every day
