Is it the semicircle bulb type seal on the bottom? Solid side mounts?

If solid mounts, you can use a ratcheting tie down strap or screwdriver (through one of the lower bracket holes while you tighten the other one) to pull the top down into place after bolting the brackets to the top itself. The rear seal takes some pressure to compress and settles after a while.
