your aem wont pass inspection because it does not have an obd2 port to plug into. also the lack of a cat and air pump will cause you to fail for emissions. your best bet is to find a private shop and pay him off.

im an inspector and you have no shot of passing without an obd2 port, let alone no cat or air.

whats the closest state that doesn't require obd2/emissions for inspection?
I know Florida is cool, but that's far away
