The pulsing, from my research, is pad build-up on the rotors which can be removed with an aggressive 3M pad or possibly even sandpaper.
I do understand the lack of garage space / tools but if you have a mechanic that is willing to just do just labor you would be wise to purchase OEM pads (~$100 F&R) and some used rotors or quality replacement rotors and just have the mechanic install them for you.
