Hey bro, these guys are full of it. I used to work for a shop and it definately sounds like they were trying to pull a fast one on you. I was just having this sort of conversation with a coworker of mine that all mechanic shops are crooks to some degree lol

wow....well for next time the only way they can fail you is if your brake pads are metal to metal. and mark gatta correct you for a minute...if you fail u pay $10 and on the re-inspection u pay the difference of $27 as for them removing your wheels they always should do that as it is part of the inspection. just sucks you had to go through all that with the police......
