WTH is this Driver Assessment Fee in NY ?

WTH is this Driver Assessment Fee in NY ?
I was convicted on a 85 in a 55 mph ticket (6 points) and a tailgating ticket (4 points). The fines/surcharges of $400 was bad enough along with the expectation of increased insurance premiums. But now, I get a letter in the mail stating I have to pay $600 more in a "driver responsibility assessment fee"? This is a first I've heard of this. Anybody else had to deal with this? This is robbery.

To me its robbery because I'm never going to be able to slow down. But it will probably slow down alot of morons out there. And maybe they are the type of people we don't want speeding anyway.
