i take a big piece of cardboard and cut it into the shape of the wheel (with tire) and then put some foam or buddle wrap between the rim and the coardboard and then use the straping machine to strap it all together. usually runs like 20$ per wheel/tire via ups ground (that is at my office with corporate rates)

I think you can get large boxes from a public storage place for pretty cheap that can fit two wheels per box. Should be like 50-60 to ship each 2 wheel box.

for big stuff i always use DHL they always have the best rates on anything large. shipping a complete shortblock to california cost me about 45$

Not positive if they ship to residential as i always have shipped to big companies with them.

Ive shipped wheels with tires and without tires. If they are without tires you can do 2 per box and i just pick up boxes at the Uhaul store. If its wheels with Tires I do 1 per box because i think it was cheaper. Itl'll probably cost between 80-150 to ship them all depending where the location is.

I believe DHL no longer do ground service, only air freights.
