No, he did the right thing! He saved the child some really deeper pain. Most kids never get the crap scared out of them when they try to steal something. It doesn't matter how small or inexpensive. It's still stealing. Most parents never find out about it and are never aware so they can't deal with the situation accordingly. Remember a program several years ago called "Scared Straight", it works! This is where they took children of the 10 two 17 year age group and literally put them in prison with harden convicts. The convicts were doing this to keep young adults out of the prison system. They literally scared the crap out of them and it worked!
If he hadn't have done this is would have happened again and with greater intensity. Seeing the childs fear and regret in the picture you definately did the right thing. Crime doesn't pay even if you get away with it a few times. Eventually your going to get caught and have to pay. Later, is bad because it's usually for something far greater with much more sever consequences. Don't believe me look in Proverbs in the Bible. To spare or ignore a punishment does nothing to save him from sin.
He taught him a valuable lesson for future referance. Respect for other peoples property. No one said "life was easy" and sometimes it takes a hard knock on the head! He got that and he'll remember it the rest of his life, everytime he thinks about stealing something.
