205 mph without motorcycle license

I have a friend who did that on the Garden State Parkway (NJ) quite a lot when he was younger. He and three of his friends had souped up bikes that could break the 200mph barrier, and they liked to race on the GSP late at night.
He only came close to being caught once, and ended up dumping his bike in someone's front yard (under a big hedge) and retrieving it the next day.

I can see testing the limit a little on a deserted highway somewhere, but wouldn't you pay the $20 to get your motorcycle license first?
I would guess if you don't have the license, you can't be insured. I don't understand the thought process that says "Hey, I think I will buy a real expensive bike, and then I will modify it, and then I will drive it a couple hundred miles from home, and try to break the 200 mph barrier!!!!!! Should I stop off and take the test and get a license for $20??? Nah. If I get caught, I want the judge to have more reasons to butt slam me."

And I thought it was a Busa.
Earlier Busa models could go over 200mph, totally stock. Many magazines have tested and confirmed. Later, they were limited to 186mph, but could easily be bypassed. Fortunately, I'm not crazy enough to even reach that limiter.
