Most moms just love to spend quality time with their family. Treating her like the queen she is will go over well.
I'd get a table at a top tier restaurant and go full boat with it (i.e., make sure the waiters know it's your mom's birthday in advance). Including the presentation of a really nice sentimental card always does the trick, as does a small bit of jewelry.

AMERICAN EXPRESS GIFT CARD!
She can get whatever she wants. My mom always pulls that crap with us "I don't want anything" but then she gets that Gift Card and is like "Wanna go Shopping?"
I definetly say AMEX Gift Card!
