Not devine intervention. Babies have alot of reserve and if he drowned in cold water, he is more likely to be able to survive. His brain was probably stunned by the cold water and the CPR probably got enough water out of his lungs that when he warmed up a bit his breathing kicked in and could exchange air.

after being "dead" for so long, wouldn't the boy still suffer from some sort of brain damage?

it's not well understood yet but the brain is able to survive hypoxia better when the person is subjected to colder environment.
