A lot of internationals that make it to the US and get jobs here work for pennies on the dollar so that their company sponsors their green card process. It's why my wife got railed salary wise despite getting promoted each year that she's worked here. Coincidentally, she's not an engineer.

I'm with the others that say, "Just do the work." Get used to *earning* what you get. Plagiarism and cheating is just like any other sort of theft or fraud. Would you steal someone's car? No? Then why are you stealing their ideas and work? Even if you're paying for it, it's still a type of fraud. Do you like the Nigerian scammers that get thousands/millions of dollars out of unsuspecting victims? No? Well, guess what, you're just like them.
You might not think it's a big deal, but cheating on even the smallest scale says a lot about your character. If you really are a bona fide cheater/scammer/thief/asshole, then go ahead and cheat or plagiarize. Just don't do it and think that it's "acceptable" by the general populace.
