Digital Camera
You can find used cameras pretty cheap on EBay, often they are well cared for too. I'll probably put my Olympus C2100UZ up for auction when I upgrade to a digital SLR. This camera goes for ~$250 on EBay and is a quality piece that has developed a bit of a cult following. It is 'only' 2 megapixels but the images are very sharp and the camera is versatile, if a bit bulky. The 10X stabilized optical zoom lens was almost unheard of when this camera came out, and is still a rare sight today.

The Sony DSC-F717 is widely renouned as one of the best 5mp cameras there is, and it has been around for a while. I almost bought it, except I couldn't get past the bulky lense. I went with a Canon Powershot G3 instead. A little more than you were looking to spend, but if you can still find one online, the price has dropped considerably since the G5 came out, and there isn't supposed to be much difference in picture quality at all.
I have the Canon G3, and i'm into photography. Although I don't think companies such as Dell or Gateway have anything to do with producing camera's. They simply sell all brands. Sony was mentioned as being a electronic company not a exclusively camera company. I just find it hard to believe to not buy from them because they may not produce top not cameras. I think they produce some of the top notch camera's. I've seen several s2k guys with the 717 (the long lens) and it is badass.

I agree with avi4now, with a $250 budget the A70 is a good choice.
