I say no. If you're relationship is so shallow that you've never discussed rather or not it is an official relationship then it's not cheating.
Why the debate? You know deep down what is and what is not. It is up to the individual about what kind of behavior they find acceptable.
I cheated on a girlfriend way back in my 20's. Don't feel good about it. Would not do it again.
If someone is good enough to hang out with, but not good enough to be faithful too then I guess they would not be the right person and instead of wasting their time and doing something that may hurt them, it would be better for both to just move on.
