To the OP, you can fight the ticket just like you can fight a speeding ticket. Sometimes you can get away with it, sometimes you get caught. You got caught.
You are asking if you deserve it, the answer IMO is yes.
Just because you can do it a 100 times and never create an accident, what about the 1 time someone who is patiently waiting to move left turns out and hits you because they don't expect traffic coming up the center divide from so far back?
It will be your fault.

not a passing lane dude... it's a turning lane...
so if traffic is backed up can anyone drive in that lane pass 50 cars in a mile and them make thier turn? no? 25 cars in a half mile? 10 cars in a quarter?
