You most certainly do NOT have to have an iPod to use the iTunes Music Store. All that is required is the free iTunes application available here.

I'd be a little leery. Its a Russian site and I don't know the legality of US downloads. PLus it'll be easy to track you down with your CC information in the event the RIAA wants to pursue restitution.
Give Replay Music a look. Basically it is a streaming recorder that is 100% legit. You still have to pay for the monthly subscription fee for any streaming site (iTunes, Napster, Rhapsody) and $30 for 5000 tracks. Not bad for a legal way to own music. Only downside is most of the streaming sites don't give you any higher than 128 kbps.

But in all seriousness, it states on there that it is legal since you're paying for dl's and they are regulated.
