Rob, back in the day, when I was dating, or tryoing to date, I had a number of women friends like this. Some women are more touchy than others and touch to guys means something different than it does to women. Watch two women interacting. They're are much more hands on than two men are, at least in mainstream US culture.
IMHO, she sees you more as a "girlfriend" than a "boyfriend". (Please don't take offence at that, it's no impunity on your manhood.)
Also, don't listen to the "get her drunk" crowd. Apparently they've never heard of the concept of date rape, which the law sees as rape, and labels you for life as a sexual offender.
You need to decide if you can remain friends with this woman or if your physical attraction is too strong. If it is, back yourself off, look around for a woman who is more into a physical or deeper emotional relationship.
I don't think you have the proverbial snowball's chance in hell with this woman.

 

The answer to most questions about women is "She is a nutjob." Seriously. Men have lots of issues with being insesitive, self involved, blah blah blah, but 90% of women are just plain goofy. They need medication.
