Honestly, it takes alot of work and time to really screw someone over. In my experience, its better to let the participating company (paypal/ebay) try to help before resorting to revenge tactics. If paypal didnt do anything, I would call the police and report the fraud/theft.
The FBI's internet fraud division can be useful, especially when it comes to wire/bank fraud measuring in the thousands of dollars.
