The point of the seatbelt is to spread the force over as wide an area as possible. In addition the shoulder belt has a bit of slack built in (inertial reel) to reduce the rate of deceleration even more, since that big slab of meat is brought to a slower and thus gentler stop. some cars have adjusters in them, otherwise for smaller people it can go across the neck or something like and and be uncomfortable and cause more injury during an accident. If she's short she may need a booster pad.
