Brooks Brothers (shirts). Not only will these shirts last you for years, it'll save you hundreds of dollars on dry cleaning bills since these shirts really don't need to be dry cleaned. Just wash them as instructed and it's crisp out of the dryer. I'm wearing BB shirts from 2 ~ 3 years ago and it still looks like new, and their conservative style won't go away.
Mall stores like Express and BR are okay, so are Eddie Bauer and BB. I've started shopping at the department stores (Macy's, Belk, Nordstrom's, etc) for brands like CK, Claiborne, Kenneth Cole, Tommy Bahama, etc. That and a few nice sport coats for work.
Places like TJ Max, Steinmart, and Burlington also offer name brands at about 50% what you'd find in a department store, so there can be deals there.
My basic rules are no logos or splashy names - I'm not a walking billboard, and for business casual, its inappropriate anyway. You really have to look at each piece as I've seen quality vary greatly among brands - remember most clothing is made by people in various quality shops in India, China, etc, and simply ordered by brands.
Number one rule in my book is buy it at a good price, and get it tailored. Everyone has sales, especially department stores midweek, and tailored clothes just look and feel better. Find a salesperson that works on commission at Nordstom's, say, promise you'll buy from them, and find out when the sales will be. Often times, they'll hold back items you want so you can buy it from them on sale.
As far as what to buy, if you're a guy, polos and button downs are the way to go. Get some nice neutral slacks and a few sport coats, and thats the business casual world. Also, black socks (not red) and some nice shoes. I like Eccos because they are like wearing slippers. Don't wear Nikes or Chucks with jeans or God help you pants, save them for the gym. Get some nice casual sneakers like Sketchers that are more dressy if you need sneaks.

35, park avenue new york, investment bank officer. During the week it's straight business - meaning button down (brooks bros or thomas pink), wool slacks (again brooks or hugo if I'm trying to appear slim), brown shoes (bally, kc, simple bostonians) and jacket (varies, but either hugo or valentino) unless meeting with clients, then it's trendy pink tie and black shoes.
Weekends - I'm all about comfort. Old Navy down vest, long sleeve tshirt, Lucky Jeans, Pumas or timbo flipflops.

i wear shitty old levi jeans to work with some kind of 4-10 year old button down untucked shirt. I wear dockers type pants maybe 2 times a year when there is something special going on.
Fridays I wear my same shitty jeans but a Mt. Dew tee shirt (i have a handfull of them...they're neat) and no button down shirt....
I think i spend roughly $100 per year on my wardrobe...

These are solid color, no-iron dress shirts. So long as I'm a 15.5x34 and I don't sweat profusely these shirts could last forever.
