Question How do you get your money back on paypal?

Hey question on paypal.

Situation:

I bought some items from an ebay vendor but the transaction was not done on ebay. I emailed him and he emailed me back giving me a price. I saw that he had a pretty good feedback on Ebay and lots and lots of paypal verifications. I sent him a payment by Credit card on paypal. Before he got the $ he replied and answered my questions. After payment the responses pretty much dropped to zero. I sent him maybe 5 emails and no answer in a span of 3 days. I even call him no answer. Left a message with call back #. So today I called from a blocked # and he answered and said the items were shipped by "U.S. Mail" That is wrong because he told me in an Email that he would do it by UPS, I paid extra for that.....

Well I was having a bad day already and just thanked him and hung up. I have a feeling that he might have ripped me off but I'm not jumping to conclusions or doing any actions so I will wait, since the items are from California and it takes like 3-5 days for mail to reach me. He said he shipped Wednesday. I have a feeling that he will say it was lost in the mail or something. Just seems very flaky. I will give him time though till next week. The monetary value is less than $100 but I work hard for my money and every penny counts plus I could have bought several dinners or another mod for my s2k instead of this going to him.

My question is what is the process to get your money back on paypal? I saved all his emails and mine. I'm sure he has lots of money in it since he uses paypal all the time. I just want my money back if things go sour. Maybe he has just been busy? We'll c. Again I used a credit card.

I just like being prepared in case shit happens. How sucessful is it to get $ back froma big vendor if its a dollar amount less than $100? thanks guys!

you're prettymuch out of luck when u pay for something by paypal outside of ebay...

no one is there to enforce correct policy

file a compliant. if he does'nt have a tracking number to prove that he did ship it. you win and get all your money back

Looks Like I'll be doing a complaint if I don't get anything. I mean paypal is for lots of sources right besides ebay? For example if I bought a stereo from someone on classifieds whos uses paypal all the time and has lots of $ money in there I would expect Paypal to refund the money.
