There should be a tab in called "resize" adjust accordingly!

Oops you're using MS Paint? In that case go to IMAGE, then select Stretch/Skew...

go download The GIMP. It's a free open source image editing package that is just slightly behind the times of adobe photoshop.

you can go to image then stretch/skew in ms paint, since you want an avatar, you may want to shrink it to say, 14%? just troubleshoot.
