If you're ok with being really cheap and tacky, tape aluminum foil to the windows. ?
I used to work for a company that helped homeowners become more energy effecient and a few things I recommend is to look for doors w/ gaps, windows that need caulking, and any place that you could have outside air coming in. When unsealed, the hot air flows in heating up your home.
For Windows if you have any cracks around them caulk them up also look for some adhisive V strips or foam and apply @ bottom base where the window closes.
If you can see outside through your door they sell weather stripping you can put around the door
If your attic is located inside your home they sell this attic tent http://www.attictent.com/
edit Cheaper way out but not as effective find a adhisive V strip and put around the attic door or adhisve foam.
They also sell gaskets for light switches and wall plug outlets that go behind the face plate. Becuase air leaks inside from their also.
These might seem like small problems, but once all these areas are addressed it will make a difference. We tested homes and get about a 20%-30% drop in the homes CFM.

- i understand there are some tax rebates on certain energy reducing stuff though i have no idea what applies and what don't...need to study up on that.
Why do you need someone to install tint for you? Go buy some rolls and put it on yourself! It's not very hard to install, and if you get something dark and of decent quality you'll probably notice a difference with the heat you feel from direct light shining in - but that won't make much difference to the interior temp if your home isn't properly insulated.
