Default Locking unlocking phones.

I just order an I-Phone 4. If I want to sell the phone can anyone else use it? When AT&T “activates the phone” do they lock the phone or unlock it? If any other AT&T customer wants to use it, can they swap their Sims card and it should work? Is the phone only good for my account? So if anyone else wants to use with a different provider they need to unlock it? I am confused…AT&T will not give me a clear answer to these questions, they don’t really know, but they told me the phone was only for my account”
Thanks!

The phone is still locked to the carrier. With that being said...

Any other AT&T user can use the phone by swapping their sim card. They would obviously need a data plan for internet, etc. The phone can be used on ANY other AT&T account.

The only other provider in the US that can use it is Tmobile since they are also GSM (sim card), for someone to use it on tmobile the phone will need to be unlocked.

From my understanding there is not an unlock for OS4 yet, but the government passed a ruling yesterday that will force AT&T to unlock it if you request.

Actually you can make your own or buy an adapter.

If you want to sell the phone it can be used by anyone else on the AT&T network. However, if they don't have a data plan and pop their (micro) SIM card in, they will be notified by AT&T that a data plan was added onto their current plan. The only way to use an iPhone on AT&T without a data plan is by jailbreaking it (not the same as unlocking).

In order for it to be used by someone with another carrier's SIM card, it would need to be unlocked.

Not yet.

They have shown that it can be jailbroken, but they have not released it yet.
