So if the phone is locked means that it can only be used by the provider that lock it and if the phone is unlocked you can take to any provider and they should be able to activate the phone (but now according to a new law they have to unlock it if you request it)?
I ask because I may send the phone to another country…so when I go to pick up the phone I can tell them just leave in the box don’t activate it or touch it, I do not want to use it. Will the phone will be locked or unlocked?
-Jail-breaking just allow you to use the phone without the more expensive data plan that is required by providers?

You guys misinterpreted the ruling yesterday. It said that jailbreaking is not illegal now. They are not forced to unlock the phones if you request it.

Locked means the phone can only be used with the provider that sold the phone (ATT). An unlocked iPhone will work with any GSM provider. The only other GSM carrier in the US is T-Mobile. If the other providers use CDMA (Verizon/Sprint/others) it will still not work.

Fresh out of the box the phone will be locked and unactivated meaning you won't get past the loading screen and can't use it as an iPod.

Jailbreaking the iPhone allows you to run applications that are separate from the App store. The iPhone has to be jailbroken before it gets unlocked because you're running an unauthorized application to unlock it.

Different rulings. They have to unlock it if you request.
