I am pretty sure she doesn't..... I wouldn't put it past the idiot boyfriend though. he must have a 20" cock to get away with having 3-4 kids (or more), no job, and her bailing him out of jail.

There are a lot of of governmental or quazi-governmental assistant to owners of Section 8 multifamily dwellings. You get a much lower interest rate on your loan plus your debt service requirement is lower than non-Section 8 buildings. The goal is to help these owners fix up these s*itholes and provide a better environment for the tenants. From my experience as a lender, it never happens. I hear a lot of horror stories of guys coming back from site inspections: feces on the roof, holes in the walls, fridge-full of roaches, etc. Most of the owners don't care. Why? because they are getting most of the rent from the government while the tenant is only responsible for a small portion that's based on their income.

so what if he reports those parents? you think the kids will fare better? they'll end up with foster parents who most likely will not care much for those kids anyway. They will be bounced around during the formative years and will never know the warmth of a good home/family. They will not form a strong bond with anyone. There's no good solution for this.

Unfortunately that does happen in some cases. Change is very difficult for parents who have significant and multiple problems. I don't know about the US system, but there are many situations here where kids are placed in loving long term foster care or adoptive homes and thrive.
