When section 8 does their annual inspection for a tenant who has lived there for a year, they aren't looking for clean, they are only looking for safety issues... (like doors being pulled off their hinges by idiot kids, big holes in screens from idiot kids, windows to basements kicked out by idiot kids)......
I am sure there are some pretty slummy landlords but in your example the landlord is not responsible for cleaning up after an idiot... The idiot is responsible for cleaning up after themselves.

i used to see plenty of section 8 folks when i was working at the dealerships used car lot that specialized in 2nd (and sometimes 3rd or 4th 
) financing. most of them had un-repairable credit but some we could work with their limited budget.
i know of one situation where some bitch (and she was a bitch) somehow lied to the welfare office in gettysburg, pa and she got $1500 cash from them. she then used it for a downpayment on a car. of course we sold her a car but we couldn't believe she manipulated the system taking the taxpayers money for a down payment and not using it for her family and kids

Blech, I truly wish their was an incentive to them to get spayed/neutered. Incentives seem to work for them to have EXACTLY 5 kids, the federal limit for welfare before welfare payments stop.
