Don't they already have something like this called the Gas tax? This is stupid. It creates more buearuocracy and waste. Gas tax effectively taxes how far you drive anyway.

GPS transmitters. I guess since they can tell how far you've travelled they can also tell how fast you were going? And you thought being ticketed by traffic cameras sucked, this is 10 times worse. On the other hand...wouldn't that mean everyone will have free Lojack?
