go with the written bylaws and HOA covenants. I was in the same situation in my complex when an old board member pulled the same thing. I took it to a meeting and it turned out he was the only person who had a problem with this. A compromise was agreed upon that I wouldn't do any work at night only during certain hours of the day (10am-7pm). I didn't have any problems with that since I did most of it on weekends anyway. But, I am still glad that now I own a real house.

Did she just happen to see you that day working on your car or did your neighbors complain?

Kinda feel sorry for her (but not really), that's all she's got left.

People, it is a shared property. You have to live & respect your neighbours (and vice versa.) At the next meeting bring it up to a vote. If a majority of owners don't object, there you go. If the majority is against you, you'll have to find another place to work on your car.
