New Law here in New Mexico
The law does nothing. Here in NJ, you still see the same amt of ppl yapping away on the cell. Most of them are women driving big ass SUVs and driving all over the road or tailgating you in the right lane. 
Cops don't look twice. Funny thing, I've seen cops talking on the cell while driving on patrol.
Also, FYI, studies have shown that using the hands-free option does not improve driver attention vs. using a cell.

they're ALWAYS on their cell phones, driving their big black Tahoes on 22's, pulling into the starbucks drive-thru. you always get the impression that they're REALLY busy and have REALLY important things to do and that's why they constantly have to be on their cell phone... in actuality they're probably stay-at-home moms/mary-kay cosmetics sales representatives and the most important/urgent thing they'll do that day is pick the kids up from school.
i never talk on my cell phone in my car... and if i do, i try to keep the convo as brief as possible. i usually tell people i'm driving and i'll call them later. when i had my permit, my mom use to slap the shit out of me if i picked up my phone when driving.

we got some nice snowfall here yesterday and on my way back I see a big SUV weaving in and out of the ruts in the road, tracking in large piles of snow and destroying the nice cleared ruts. At first I thought it was some jackass proud of his SUV. Nope. lady yacking on her cellphone.
Considering the real problem is people having a conversation and not paying attention to the road, the hands-free law does little to actually curb distracted drivers on the phone - they still chat away, oblivious to anything more than the conversation in their Bluetooth and the Starbucks shake in their hand. Now I guess they have a free hand to read a magazine while driving too.
IMO, cell phones are not the problem, I had to do a school project for debate class and have seen both sides of the argument. To me the problem seems to be careless drivers. I know people who have no problem while driving on the phone.
People just need to know their priorities.
