Default OD Fraud

I see a few people selling instrument clusters out of their cars after they crashed, etc. In most examples, this would show a lower milage on the OD.

Not that I am going to do this, but I was curious if anyone knew what the punishment was if they caught? I have heard of a few people doing this and getting away with it, but have not heard of anyone getting caught.

I believe the ECU has the mileage stored on it so it doesn't matter.

From what I understood, they were stored in the cluster.
